Unity has confirmed this is a bug in latest Unity versions and they're looking into it.

Recently, I migrated my project to "Universal Render Pipeline".
I made more tests, and discovered that this issue doesn't happen with URP.

The "Both cameras are half as wide as they should be" issue, it only happens in the Legacy Render Pipeline.
In URP, the splitscreen cameras (with X-Frame) fill the screen correctly.
